Consumer Affairs investigating ‘rental villages’

Consumer Affairs Victoria (CAV) is investigating the rental village chain Ingenia Gardens for alleged breaches of the rental minimum standards.

Ingenia offers rental accommodation for older people that includes a daily meal, charging 80% of the pension for the combination of housing, food, and other services.

Most of the units they rent don’t have kitchen facilities – no oven or stove, just a microwave, and in many cases, a ban on getting your own cooking equipment such as air fryers or portable hot plates.

In 2020, Victoria introduced a set of minimum standards for rental housing that includes a requirement to provide at least two hot plates.

This applies to rental agreements that started after March 2020. It’s an offence not to comply with the minimum standards, so while it’s likely CAV will focus on trying to get Ingenia Gardens to do the right thing, they could also impose large fines or other penalties.
