On November 1, the government transitioned to a new aged care system, requiring full-time pensioners, part-pensioners, and self-funded retirees to make a co-contribution for services, whether they live at home or in residential care.
Last year, the government announced that recipients of the National Redress Scheme for Institutional Child Sexual Abuse would not have to count their compensation as an "asset" when being means-tested for residential aged care.
However, state-based reparations paid to Stolen Generations survivors did not receive the same treatment.
Professor Steve Larkin, chairperson of Stolen Generations advocacy body the Healing Foundation, said it was unjust that compensation for government-inflicted trauma could leave elders struggling.
