Civil and Administrative Tribunals exist in each state or territory. A tribunal can hear cases and resolve disputes through conferences, mediation and hearings. A tribunal can also appoint a guardian (or similar) to make personal, medical or financial decisions on behalf of someone who no longer has the capacity to make these decisions. Each jurisdiction will have different terminology and legislation supporting this.
